CONSERVATION, PLANNING, AND ZONING COMMITTEE

Conservation, Planning, and Zoning (CPZ) Committee members present:  D. Polivka, E. Peterson, J. Ashford, C. Spencer, J. Dietz, and S. Laubscher

 

Absent:  M. Flint

 

Others present:   L. Wilson, G. Greve, M. Keenan, K. Felton, P. Dederich, K. Norgard, J. Kelley

 

At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Greve certified to be in compliance with the Open Meetings Law. 

 

Adopt agenda:  Motion by J. Ashford/S. Laubscher to adopt the agenda as presented. Motion carried, all in favor.

 

Motion by S. Laubscher/C. Spencer to approve the April 25th CPZ Committee meeting minutes with the following correction: C. Spencer was present, N. Johnson was not.  Motion carried, all in favor.

Public Comment:

None.

 

Communications: 
None.

 

Land Records Modernization
a. Department reports and updates.   Felton appeared and reviewed the department report.  

b. Review and approval of vouchers.  Motion by E. Peterson/C. Spencer to approve vouchers in the amount of $975.00.  Motion carried, all in favor. 

 

Surveyor

a. Department report and updates.  Dederich appeared and gave the department report.

b. Review and approval of vouchers.  Motion by E. Peterson/C. Spencer to approve vouchers in the amount of $700.00.  Motion carried, all in favor. 

 

Conservation, Planning and Zoning

a. Department Report. Wilson provided the department report and reviewed highlights and issues. 

b. Review and approval of vouchers.  Greve reviewed department vouchers in the amount of $19,754.17.  Motion by E. Peterson/C. Spencer to approve vouchers for a total amount of $19,754.17.  Motion carried, all in favor.

 

c. Discussion and possible approval of designating 5% of the Sauk County Farm crop land to experimental research in collaboration with partner agencies.  Keenan spoke about the need to update the lease agreement and about designating a portion of the County Farm land as an experimental/teaching parcel. The new Health Care Center parcel is about 13 acres and would be the right size for the program.  It would be under a separate lease from the larger HCC rental land.  A farmer could still rent it, but with conditions placed by CPZ. Committee agreed she should move forward in researching potential partnerships and revising the lease for the parcel to be used for teaching and test plots.  Committee agreed that other parties should contribute some funding towards the project, so as to have some “skin in the game”.  Keenan agreed to discuss this with potential partners.

b.         Farm Service Agency (FSA). Norgard presented the department report.

c.         Foresters.   No report.

d.         Economic Development Committee.  Polivka presented on the April 24 meeting.

e.         Mirror Lake District.     No report.
f.          Lake Virginia Management District. 

g.  Lake Redstone Management District.   Dietz reported on Lake Fair on June 3. 

 

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, May 23 at 9:00 a.m., Thursday, June 8, 2017 at 9:00 a.m, and Tuesday, June 27, 2017 at 9:00 a.m.   Motion by J. Dietz/J. Ashford to adjourn at 10:07 a.m.  Motion carried, all in favor.
