Land Resources and Environment Committee members present: C. Spencer, M. Krueger, B. Newport, J. Dietz, C. Whitsell, and G. Johnson.
Absent: J. Berlin, R. Puttkamer.
Others present: L. Wilson, G. Templin, B. Simmert, M. Stieve, W. Christensen, B. Bailey, and K. Felton. See registration slips for public comment.
At 9:07 a.m., Spencer called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Whitsell/B. Newport to adopt amended agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by G. Johnson/B. Newport to approve the October 22nd and November 12th, 2019 minutes LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None
Communications:
Wilson explained that public hearing for the tower in the Town of Bear Creek will be reheard again on December 12th, due to an error with the publishing in the newspaper on the previous hearing. She also explained that the building out at Whitemound received an award from the WRPA, as well as the deer processing amendment will not be heard as the processors chose not to move forward this year.
Stieve talked about a fire call that was made to the Whitemound building due to smoke that filled the building resulting from the bathroom fans and the wood heat
Update on Southwest Badger RC&D. Newport updated on the status of RC&D, how to proceed with the remaining funding, and transfer of projects to Golden Sands.
Land Records:
a. Department report. Felton reviewed the department report.
b. Review and approval of vouchers. Felton reviewed vouchers in the amount of $246.00. Motion by C. Whitsell/G. Johnson to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action on resolution Authorizing the Acquisition and Purchase of County-wide Orthoimagery, LiDAR and Related Services. Felton reviewed the resolution and projects associated with the purchase of county-wide orthoimagery, LiDAR and related services. Motion by C. Whitsell/B. Newport to approve the resolution as submitted. Motion carried, all in favor.
d. Discussion and possible action on request for GIS staff to attend the 2020 Esri Users Conference in San Diego – July 13-17, 2020. Felton reviewed the request for staff to attend the Esri Users Conference. Motion by C. Whitsell/G. Johnson to approve staff to attend the Esri Users Conference. Motion carried, all in favor.
Register of Deeds
a. Department report. Bailey appeared and reviewed the department report.
b. Review and approval of vouchers. Bailey appeared and reviewed vouchers in the amount of $11,901.75. Motion by C. Whitsell/G. Johnson to approve vouchers as submitted. Motion carried, all in favor.
Land Resources and Environment
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed the vouchers for the LRE and Parks services in the amount of $6,408.02 and $43,580.37. Motion by C. Whitsell/G. Johnson to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action on Man Mound Management Plan. Wilson explained the plan is a maintenance plan, not a management plan. Stieve explained the maintenance plan for the park. Motion by C. Whitsell/B. Newport to authorize the Director to sign the Man Mound Maintenance Plan between the Department and the Sauk County Historical Society. Motion carried, all in favor.
d Review and possible approval of the 2020-2024 Sauk County Outdoor Recreation Plan. Simmert appeared and reviewed the 2020-2024 Sauk County Outdoor Recreation Plan. Motion by G. Johnson/C. Whitsell to approve the 2020-2024 Sauk County Outdoor Recreation Plan. Motion carried, all in favor.
e. Review and possible approval of 2020 meeting dates. Motion by B. Newport/J. Dietz to approve the 2020 meeting dates. Motion carried, all in favor.
Discussion and possible action on a conditional use permit to construct a single family residence in the Exclusive Agriculture zoning district on a parcel greater than 35 acres located in Section 9, T12N R3E, Town of Ironton, pursuant to Chap 7 s.7.074(3) of the Sauk County Code of Ordinances for Liautaud Family Investments LLC. Christensen appeared and reviewed the requested conditional use permit, Town action and required conditions if the permit is granted. Motion by C. Whitsell/B. Newport to approve the conditional use permit. Motion carried, all in favor.

d. Economic Development Committee. Krueger spoke of the last meeting which dealt with “accessory dwelling units”, rehab project looking for loan fund monies, and childcare as an economic development tool.

f. Lake Virginia Management District. No report.
g. Lake Redstone Management District. Dietz stated they received their funding request through the county.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, November 26th and Thursday, December 12th 2019 at 10:40 a.m. Motion by C. Whitsell/G. Johnson to adjourn the meeting at a.m. Motion carried, all in favor.
