Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, C. Spencer, M. Krueger, G. Johnson, C. Whitsell, B. Newport, R. Puttkamer.
Absent: J. Berlin
Others present: L. Wilson, G. Templin, B. Simmert, J. Bula, M. Keenan, J. Pinkus, R. Nurre, T. Kriegl, P. Vedro.
At 9:00 a.m. Spencer called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Whitsell/R. Puttkamer to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by C. Whitsell/G. Johnson to approve the June 13th and June 19th LRE minutes. Motion carried, all in favor.
Public Comment:
Rob Nurre, explained his background and the background of Man Mound Park. Nurre requested that the committee direct staff to participate in the Man Mound Committee.
Communications:
Wilson reviewed emails received in support of the Lake Redstone proposed funding for the 2020 budget.
Discussion and possible action on a conditional use permit for two Planned Rural Development (PRD) lots for Ric Accola, located in Section 7, T10N, R6E, Town of Sumpter, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Simmert reviewed the PRD request and history and background of the property. He verified the Town of Sumpter has approved the request at their June 10th meeting. Motion by G. Johnson/J. Dietz to approve the request with conditions, as presented. Motion carried, all in favor.
Discussion on Man Mound and Yellow Thunder (County Board Chair Vedro) Vedro thanked Nurre for his comments and spoke of what he has done previously for a stakeholder group in moving forward a vision for Man Mound Park. The committee continued to discuss. Simmert provided background on the CORP process and civic engagement/stakeholder meetings.
Discussion and possible action on future POWTS enforcement. Wilson asked for this item to be postponed until we can hear back from Corporation Counsel.
Discussion and possible action on repairs at the North End Boat Launch not to exceed $15,000. Wilson reviewed project for parking, restrooms, lighting and signage. She also stated that the Highway Dept would be used for a portion of the project. Motion by G. Johnson/C. Whitsell to approve the repairs at the North End Boat Launch. Motion carried, all in favor.
Discussion and possible action on a utility easement for Alliant Energy through the County Forest. Wilson discussed the utility easement through the County Forest and stated that more information would be brought back, if action will be needed.
Discussion and possible action on changes to the Youth Day program. Bula reviewed the Youth Day program and issues with the current youth day programs. Bula presented future projects she would like to expand. Committee reviewed financial commitments. Bula explained. Motion by M. Krueger/C. Whitsell to approve of the proposed changed to the Youth Day program and Wheat Week. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, July 11th at LaValle Town Hall at 6:00 p.m, and Tuesday July 23rd, 2019, at 9:00 a.m.. Motion by C. Whitsell/C. Spencer to adjourn the meeting at 10:22 a.m. Motion carried, all in favor.
