Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin C. Spencer, M. Krueger, B. Newport, R. Puttkamer, G. Johnson
Absent: None.
Others present: L. Wilson, G. Templin, B. Simmert, K. Felton, B. Bailey, M. Stieve, M. Keenan
At 9:00 a.m. Spencer called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Dietz/J. Berlin to adopt the agenda as presented. Discussion and motion to amend the agenda by M. Krueger/R. Puttkamer to postpone 9 c, e, and f and explained reasoning. Motion carried, all in favor.
Adopt minutes: Motion by G. Johnson/J. Dietz to approve the March 26, 2019 minutes CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
A. Committee Tour update. Wilson spoke of the committee tour and the schedule for the day. Wilson also spoke of Clean Sweep event taking place on June 1st and the need for volunteers. Wilson updated the Committee on an email from Katie Belfus, Wis Wetlands Assoc., working with DNR and Ho-Chunk Nation to recognize a portion of the Lower Wisconsin Waterway as a Ramsar Wetland of International Importance under the international Ramsar Convention on Wetlands.
Land Records
Department report. Felton appeared and presented the department report.
Review and approval of vouchers. No vouchers to report.
Register of Deeds
a. Department report. Bailey reviewed his department report.
b. Review and approval of vouchers. Templin reviewed vouchers for the Register of Deeds in the amount of $9,090.90. Motion by G. Johnson/J. Berlin for vouchers in the amount of $9,090.90. Motion carried, all in favor.
Public hearing: To begin at approximately 9:15 a.m. (Committee to consider and take possible action at the conclusion of the respective hearing.)
a. Petition 7-2019. A petition to repeal and recreate the Chapter 8 Sauk County Shoreland Protection Ordinance to be consistent with Wisconsin State Statutes and other sundry amendments.
Wilson appeared and provided a history and background of the ordinance updates and amendments. She also reviewed an email that was sent to the committee and department staff from Jonah Roth and provided comment on the driveway issue and determination from the DNR.
Tim McCumber, Town of Merrimac, appearing in favor, stated that uniformly staff did a good job on cleaning up the ordinance and appreciates the changes.
Phil Simon, appearing in favor, stated that they appreciate the hard work put into the ordinance.
Chad Lawler, Madison Area Builders Association, appearing in favor of the request, stated that they are looking for consistency and appreciate the hard work put into the ordinance and support the ordinance changes.
Brian Frazier, appearing in opposition, owns land in the Town of Freedom, feels that section 8.004 “stairway” is not included in the model, 8.004 line 45 is not in the proposal, 8.004, line 45 structure, accessory is not defined in the state statute and would like to remove this language to meet state statute.
Nicki Frazier, appearing in opposition, owns 20 acres of land in the Town of Freedom, and has worked with Brian Cunningham and Jeff Schure to review a potential driveway across a stream. There will now be an issue with the driveway and how it works with the DNR model.
Frank Olah, appearing in opposition, owns property in the Town of Merrimac. Olah spoke to Section 8.015, the height restrictions difference between the existing ordinance and the proposed ordinance.
Seeing as no one else wishes to speak, Chair Spencer closed the public hearing and the committee went into deliberation.
Wilson spoke about the height restriction.
Motion by J. Berlin to postpone. Motion fails for lack of second.
Krueger asked staff to explain the process of the re-write of the ordinance.
Wilson explained the process that was utilized.
Motion by G. Johnson/B. Newport to approve the ordinance as written. Motion carried 6-1, with Berlin in opposition.
Parks
a. Review and approval of vouchers. Stieve reviewed vouchers in the amount of $25,587.70. Motion by M. Krueger/G. Johnson to approve vouchers in the amount of $25,587.70. Motion carried, all in favor.
b. Department report. Stieve reviewed the monthly report.
c. Discussion of 2020 budget projections. Postponed from agenda. To be placed on the May 28th agenda.
d. Discussion of memorial stone at Lake Redstone County Park. Stieve spoke of the memorial stone at Lake Redstone. Steve Blakeslee requested for the county to assist in placing a stone at Redstone County Park honoring Iac Isaacson.
*e. Discuss Man Mound Planning Committee Discussion and possible action on a Resolution Creating the Adhoc Sauk County Historical Society Committee on Man Mound/Yellow Thunder. Postponed from agenda. To be placed on the May 28th agenda.

c. Discussion of 2020 Budget Projections. Wilson reviewed 2020 budget projections.
d. Discussion and possible action on resolution Authorizing the First Amendment to the Pasture Lease Agreement at the Sauk County Farm. Keenan reviewed the pasture lease agreement amendment. Motion by J. Berlin/J. Dietz to approve the resolution authorizing the First Amendment to the Pasture Lease Agreement at the Sauk County Farm. Motion carried, all in favor.
e. Discussion and possible action on resolution authorizing the Second Amendment to the Health Care Center Cropland Lease (Sauk County Farm). Keenan reviewed the amendment to the Health Care Center Cropland lease. Motion by J. Berlin/R. Puttkamer to approve the resolution authorizing the Second Amendment to the Health Care Center Cropland Lease. Motion carried, all in favor.
f. Discussion and possible action on CPZ Mission, Vision and Goals. Wilson reviewed the department mission, vision and goals. Motion by M. Krueger/R. Puttkamer to postpone to the first meeting in June to become the Land Resources and Environment Mission, Vision and Goals and hopefully the Park’s Department is included in this information. Motion carried, all in favor.
Discussion and possible action to approve an amendment to Petition 7-2006 Development Plan and 8-2006 Subdivision Plat for the Copper Creek Crossing Subdivision, located in the Town of Reedsburg, to allow septic systems and wells on individual lots. Simmert explained the history of the subdivision and the request. Motion by M. Kruger/G. Johnson to approve an amendment to allow septic systems and wells on individual lots in the Copper Creek Crossing Subdivision. Motion carried, all in favor.
Consideration and approval of an amendment to the Town of Merrimac Zoning Ordinance pursuant to Wis Stat. §60.62(3) related to vacation rental establishments, conditional uses and non-conforming structures, and repeal and replacement of mineral extraction provisions. McCumber explained the request for the amendment to the Town of Merrimac Zoning Ordinance. Motion by M. Krueger/B. Newport to approve the amendment to the Town of Merrimac Zoning Ordinance. Motion carried, all in favor.

b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. Krueger spoke of an April 22nd meeting, $150,000 budget for grants, and discussion on what the parameters are for the decisions on funding. Also held discussion on mission, vision and goals, as well as the position of the community liaison and continuing the position using tax levy funding.
e. Mirror Lake District. No report.
f. Lake Virginia Management District. No report.
g. Lake Redstone Management District. Dietz spoke of a recent meeting to discuss dredging funding and the continued request for the county to consider fund the dredging project.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, May 28th and Thursday, June 13th 2019, at 9:00 a.m.. Motion by R. Puttkamer/J. Berlin to adjourn the meeting at 10:42 a.m. Motion carried, all in favor.
