Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Nelson, R. Curry, P. Kinsman, B. Lohr, V. McAuliffe, R. Puttkamer
Others present: L. Wilson (Zoom), G. Greve, B. Simmert, B. Bailey, M. Schlupp
Absent: None
At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Curry/Polivka to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings – October 27, 2020: Motion by Polivka/McAuliffe to approve the October 27, 2020 LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment: None
Communications:
Wilson reviewed the communications received from Braun Intertec regarding geotechnical work on the Wisconsin River for the GSST Bridge with a tentative drilling date of November 18. Wilson noted that a contract was signed with Ayres Associates for the bathymetric survey for Hemlock Dam, which should be completed by the end of the month.
Land Records:
a. Department report and updates: Chair Krueger presented the Land Records department report and updates.
b. Review and approval of vouchers: Motion by Polivka/Kinsman to approve Land Records’ vouchers in the amount of $525.00. Motion carried, all in favor.
Motion by Curry/Kinsman to lay Register of Deeds’ report aside until Bailey is present. Motion carried, all in favor.
Register of Deeds:
a. Department report and updates. Bailey reviewed the department report and updates.
b. Review and approval of vouchers. Bailey presented ROD vouchers. Motion by Kinsman/McAuliffe to approve vouchers in the amount of $12,170.56. Motion carried, all in favor.
Surveyor:
a. Department report and updates. Chair Krueger reviewed the Surveyor’s report and updates and presented invoices.
b. Review and approval of vouchers. Motion by Nelson/Curry to approve Surveyor’s invoices in the amount of $1,086.50. Motion carried, all in favor.
Land Resources and Environment Department:
a. Department reports and updates. Wilson reviewed the department report and provided updates to the committee.
b. Review and approval of vouchers. Wilson presented vouchers. Motion by Kinsman/McAuliffe to approve invoices in the amount of $82,161.88. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Ronald & Judith Kruse, located in Section 16, T12N, R5E, Town of Excelsior, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances
Simmert presented history and background. The Town of Excelsior has approved the PRD.
Motion by Polivka/Kinsman to approve the conditional use permit as presented. Motion carried, all in favor.
Presentation and discussion of proposed changes to Chapter 26 Agricultural Performance Standards and Manure Management Ordinance
Schlupp presented the history of and proposed changes to Chapter 26 – Manure Management Ordinance. Committee recommended the Towns and owners of manure storage facilities be notified of the proposed changes. A public hearing would be held in February in order to go before the full County Board in March 2021.
Discussion and possible action on proposed changes to cost share program ranking and priorities
Shlupp presented the proposed changes to the cost share program ranking and priorities.
Motion by Kinsman/Nelson to approve proposed changes to the priorities with the modification that practices addressing gully erosion require no-till or another farming practice that covers the soil up-slope from the gully. Motion carried, all in favor.
Discussion and possible action on a resolution approving a water quality trading agreement with the Village of Loganville and Authorizing the Land Resources and Environment Director to Execute the Agreement
Wilson presented the resolution and agreement. Nelson noted a number of areas in the agreement in which corrections were necessary. Motion by McAuliffe/Lohr to approve the resolution and agreement with corrections. Motion carried, all in favor.
Discussion and possible action on Resolution Authorizing the Director of Land Resources and Environment to Submit Multi-Discharge Variance Application to the Wisconsin Department of Natural Resources
Wilson stated the MDV program is one the Department has participated in for several years. Motion by Nelson/Curry to approve the resolution as presented. Motion carried, all in favor.
Review and Discussion of 2020 Clean Sweep Event
Wilson presented the report. Polivka stated that the event was very well organized.
Discussion of possible date(s) and time(s) for joint meeting with Town of LaValle Board regarding Hemlock Dam
Committee agreed to hold a special meeting of the LRE Committee and possibly the LaValle Town Board, at the LaValle Town Hall 6:00 p.m. Wednesday, December 2, 2020, to discuss Hemlock Dam.
Discussion and possible action on Resolution Commending Brian Cunningham for Over 20 Faithful Years of Service to the People of Sauk County
Motion by McAuliffe/Nelson to approve the resolution as presented. Motion carried, all in favor.
Discussion and possible action 2021 LRE Committee dates
Motion by Kinsman/Polivka moved to approve 2021 LRE Committee meeting dates as shown. Motion carried, all in favor.

d. Economic Development Committee – Chair Krueger presented stated the EDC asked Jared Pinkus to submit an application for a CDBG loan for COVID-19 expenses. The development of a tourism website was discussed.

g. Lake Redstone Management District -- No report..
