Land Resources and Environment Committee members present: J. Berlin C. Spencer, M. Krueger, B. Newport, and J. Dietz, C. Whitsell.
Absent: R. Puttkamer.
Others present: L. Wilson, G. Templin, B. Simmert, B. Sadler and M. Stieve.
At 6:00 p.m.. Spencer called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Whitsell/J. Berlin to adopt the amended agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by J. Berlin/B. Newport to approve the June 25, 2019 minutes LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment:
Travis McAffee appeared and stated they would like the county park restored and dam back to what it was. He feels the county has ‘washed their hands’ of the park, as the road isn’t plowed, the lawn isn’t mowed, and the trees are not manicured. Asked them not to take the resource away from the local residents.
Teddy Nobs appeared and stated that she has land around the park and asked if the dam is not fixed what will it do to the property and what will it do to her property. What will happen if the park is closed and how does that affect her property. She spoke of the 400 trail going next to the park and spoke of the land being donated.
Jerry Glick appeared and wanted to know if Ayres is present and will be giving a report.
Jamie Gates appeared and asked about process and affiliations with the area. Stated she feels she was misinformed on what the meeting was about and would like the see the park maintained to what it was previously, either by the county or someone locally.
Richard Sharratt appeared and stated he was misled about what the meeting was about and felt that they need to hear the report and spoke of having a conversation with Matt Stieve, He indicated that he was led to believe there will not be any water in the lake. He also spoke about the emotion tied to the park.
Chuck Setter appeared and spoke of keeping the park and pond and suggested not wasting the funds on engineering studies.
Joe Ohler Jr. appeared and thanked the committee for coming to LaValle and spoke of opportunities for development.
Paul Bodendein appeared and thanked the committee. He spoke to the history of Hemlock and its donation to Sauk County, and spoke of the 3 options he received from Matt Stieve.
Tom Klinger appeared and stated he is in support of the fixing the dam.
Don Douglas appeared and spoke of his family being one of the ones donating land to the park and considers himself an advocate for people with disabilities and that is a great park for people with disabilities.
Joan Mundth Douglas appeared and spoke of the beauty in the park for hiking and access to the trail.
Communications:
Wilson spoke of communications received in relation to Hemlock dam. Wilson stated that a letter was received and posted to Granicus supporting keeping the dam. Wilson also noted that she had several packets of signatures supporting the dam at Hemlock.
Land Records
Department report. Templin reviewed the department report for Land Records.
Review and approval of vouchers. Templin reviewed the vouchers in the amount of $2,943.99 Motion by G. Johnson/C. Whitsell to approve the vouchers as submitted Motion carried, all in favor.
Register of Deeds
a. Department report. Templin reviewed the ROD department report.
b. Review and approval of vouchers. Templin reviewed the vouchers in the amount of $9,482.81. Motion by J. Dietz/C. Whitsell for vouchers as submitted. Motion carried, all in favor.
Land Resources and Environment
a. Department report. Wilson appeared and updated the committee on the department report.
b. Review and approval of vouchers. Templin reviewed vouchers for the Land Records Department in the amounts of $1,275.00, $66,380.77 and the parks vouchers in the amount of $39,453.35. Motion by J. Berlin/C. Whitsell to approve Land Resources vouchers as presented. Motion carried all in favor. Motion by C. Whitsell/J. Dietz to pay the parks services vouchers as presented. Motion carried, all in favor.
c Discussion and possible action on resolution Supporting the Establishment of the Bear Creek Agricultural Enterprise Area in the Town of Bear Creek. Sadler appeared and discussed the Bear Creek ag enterprises area program. Motion by J. Berlin/G. Johnson to approve the Bear Creek Ag Enterprise Area program. Motion carried, all in favor.
d. Presentation and discussion on Hemlock Dam Feasibility Study – Chris Goodwin-Ayres Associates. Goodwin appeared and provided a presentation on the Hemlock Dam Feasibility Study. The committee asked about the costs estimates, the height of the berm, the depth of the water. Krueger verified the costs include engineering costs.
e Update on SCORP process. Simmert gave an updated on the SCORP process, completed public feedback survey, holding stakeholder meetings, public input sessions, and the preliminary draft plan date.
f. Discussion and possible action on sealcoating, crack filling and striping asphalt at White Mound County Park. Stieve reviewed the bids for the sealcoating, crack filling and striping asphalt at White Mound. Motion by C. Whitsell/G. Johnson to recommend Hometown Asphalt Sealers for $7.020.00. Motion carried, all in favor.
g. Discussion and possible action on repairs to the RV dump station at White Mound County Park. Stieve spoke of using remaining funds to the drive to the dump station and also lowering a culvert at the drive the dump station and would the highway department to the work. The cost would be up to $13,450. Motion by G. Johnson/J. Berlin to approve spending up to $13,450 on repairs to the RV dump station. Motion carried, all in favor.
Consideration of a Development Plan and review and possible approval of the preliminary plat for Timber Run Subdivision located in Section 11, T8N, R3E, Town of Spring Green, Sauk County, and owned by Jeff Maier. Simmert reviewed the proposed plat as requested. Motion by C. Whitsell/B. Newport to approve the preliminary plat for Timber Run Subdivision. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, July 23rd and Thursday, August 8th, 2019 at 9:00 a.m. Motion by C. Whitsell/G. Johnson to adjourn the meeting at 7:21 p.m. Motion carried, all in favor.
