Discussion and Possible Action to Deviate the Order of Items on the Agenda as Necessary: No action taken.
Motion by Valerie McAuliffe, seconded by Joel Chrisler, to adopt agenda. Motion carried.
Motion by Michelle Bushweiler, seconded by Valerie McAuliffe to approve the minutes for the previous Human Services Board Meeting held on December 14, 2020. Motion carried.

Communications/Director’s Report:
a. Board Materials: Distributed electronically. Dan Brattset introduced Bridgitte Bodette from Birth to Three/Children’s Long-Term Support (B-3/CLTS) to give update of the services provided to the community.
Business Items:
a. Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by James Bowers, seconded by Valerie McAuliffe, to approve monthly vouchers for $1,815,122.89. Eric Scheunemann abstained. Motion carried.
b. Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for November 2020.
c. Discussion and Action to Approve Collection Requests: Motion by Cliff Thompson, seconded by Eric Scheunemann, to approve sending 8 accounts to Credit Management Control for $7,468.36. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box discussed the November 2020 Volatile Line report.
e. Discussion and Action to Approve 2021 State County Child Care Contract: Stephanie Box explained these are State and County contracts. The child care contract includes administration, certification and fraud for the sum of $96,545.00. Motion by Valerie McAuliffe, seconded by Cliff Thompson, to approve 2021 State County Child Care Contract for $96,545. Motion carried.
f. Discussion and Action to Approve 2021 Income Maintenance Contract: Stephanie Box explained this is an Income Maintenance Consortium contract. The contract is for the sum of $854,365.00. Motion by Michelle Bushweiler, seconded by Valerie McAuliffe, to approve 2021 Income Maintenance Contract for $854,365.00. Motion carried.
g. Discussion and Action to Approve Medication Assisted Treatment Implementation and Expansion SOR2 Grant Contract: Stephanie Box explained continuation of the MAT grant agreement with the State. This contract runs from September 30, 2020 to September 29, 2021 for the sum of $250,000.00. The contract does not cover all expenses; however the additional costs are reimbursed through crisis billing. Motion by Delmar Scanlon, seconded by Michelle Bushweiler, to approve Medication Assisted Treatment Implementation and Expansion SOR2 Grant Contract for $250.000.00. Motion carried.
h. Discussion and Action to Approve 2021 State and County Grant Award Contract Covering Social Services and Community Programs: Stephanie Box explained this is the largest contract with Human Services. This includes funding used for many programs our county Human Services provides. Grant is for the sum of $2,280,582.00. Motion by Cliff Thompson, seconded by Joel Chrisler, to approve 2021 State and County Grant Award Contract Covering Social Services and Community Programs for $2,280,582.00. Motion carried.
Department Updates:
a. Presentation: Birth to 3 (B-3)/Children’s Long-Term Support (CLTS) – Bridgette Bodette, B-3/CLTS Supervisor: Bridgitte introduced herself who has been working for Human Service for 25 years in April. Currently there are 13 employees: 10 county employees and 3 contracted through Catholic Charities.
B-3 serves families that have children birth to 3 years old. These services are for those with a diagnosed condition that is likely to result in delay and development. The other qualified group is if they have a 25% delay in one of the 5 areas of development: cognitive delay, speech and language delay, adaptive development, gross motor development, and social/emotional development. When the child reaches age three, these services are referred to the school district.
CLTS serves families with children ages birth to 18 with significant disability. The disability could be a developmental, mental health, or physical disability; which must impact their day-to-day functioning. They must be enrolled in the Medicaid program. The CLTS staff works closely with the Human Services Mental Health Comprehensive Community Services (CCS) program for those who have mental health disabilities. Possible services could include home modifications, ramps on houses, remodeling bathrooms for those children with physical disabilities, fences in back yards for children who are at risk of fleeing the home, lifts in vans, etc. Respite care is a program for families to take a break from caring for a child with challenging behaviors or special needs. Other items purchased are adaptive equipment, technology, specialized seating which are items Medicaid does not provide. With recent process changes within the State, the waiting list for CLTS services has been shortened.
4:40 p.m. Kristin White Eagle joined via Zoom.
b. Service Status: COVID-19: Dan Brattset reviewed updates how staff is adapting to COVID. Leadership group has been looking ahead what the optimum balance for services will look like in the future. Staff has begun to get their vaccinations.

The next meeting of the Sauk County Human Services Board will be, Monday, February 8, 2021, at 4:00 p.m. in the County Board Room 326A.
