MINUTES
SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: October 10, 2016, 4:00 p.m., County Board Room, West Square Building, Baraboo, WI
Members Present: Joan Fordham, Peter Vedro, John Miller, James Bowers, Beverly Vertein, Connie Lehman, Jean Berlin, John Deitrich, Julie Fleming,

Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Jim Bowers, seconded by Beverly Vertein to adopt the agenda. Motion Carried.
Motion by Connie Lehman, seconded by Peter Vedro to approve the minutes for the previous Human Services Board meeting held on September 12, 2016, with the correction that Jean Berlin excused herself from the meeting, not Connie Lehman. Motion Carried.

Communication/Director’s Report
Board Materials: Distributed electronically.
Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Jim Bowers, seconded by John Miller to approve monthly vouchers in the amount of $1,259,953.88. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for August 2016.
Approval for Collection Requests: No requests this month.
Monthly Reports: Distributed electronically. Stephanie Box discussed the August 2016 Volatile line report.
Jean Berlin arrived at 4:10 p.m.
Quarterly Reports: Stephanie Box distributed and reviewed the Alternate Care statistics.
Appoint Linda Flores to the Comprehensive Community Services/Families Come First Coordinating Committee: Motion by Peter Vedro, seconded by Jean Berlin to appoint Linda Flores to the Comprehensive Community Services/Families Come First Coordinating Committee. Motion Carried.
Approve Resolution Commending Patricia Rego for Over 21 Years of Service to the People of Sauk County: Motion by Jim Bowers, seconded by Beverly Vertein, to approve Resolution Commending Patricia Rego for Over 21 Years of Service to the People of Sauk County. Motion carried.
Department Updates:
Presentation on Juvenile Justice Services – Mindy Mattson: Mindy Mattson, Juvenile Justice Supervisor, gave an overview on the Juvenile Justice Services program. Mindy stated the JJ program current serves 85 kids from 10 to 17 years old. Referrals come from law enforcement and schools. There are five social workers, with one working with intensive supervision and one working at SCAN (Sauk County Adolescent Needs).
John Deitrich arrived at 4:16 p.m.
Mindy reported mental health issues are very prominent. She went on to describe the SCAN program and their goal is to get those children back into their home school district to graduate. Sometimes this is not possible and the children can graduate from SCAN with a diploma. The school districts contribute funding for the SCAN program.
They try to promote community resources and natural supports.
Julie Fleming arrived at 4:25 p.m.
Drug use by kids and parents impacts how services are provided. Mindy described how very different it is to work with boys versus girls. Therapeutic mentors have been very helpful in working with the girls.
Mindy was encouraged to express any needs to the board if there are things the board can help with.
Mindy described the electronic monitoring program.
Jean Berlin excused herself at 4:30 p.m.
Mindy explained challenges with the current electronic monitoring system and will be exploring new technology. Dan reminded the board that the Juvenile Justice will be moving from Corrections to the Division of Family and Children later this year.
Budget Update: Dan stated after further budget review with Renee Fry, administrator, capital expenditures were used for some items which allowed $60,000 to be added back into the Human Services budget; $10,000 will be utilized for River Valley and $50,000 for institutions. Dan is going before the finance and personnel committees to request a new psychotherapist position.
WCHSA Conference – 12/1 and 12/2/16, Holiday Inn, Stevens Point, Wisconsin: The WCHSA conference will be for 1 ½ days. The agenda will be posted in the next several weeks. Topics will include Child Welfare and Human Services leadership. If you would like to attend, please let Dan know to get you registered.
Next Meeting
Jean Berlin requested if Human Services board meetings could be held earlier. It was agreed to meet at 3:30 p.m. The next meeting of the Sauk County Human Services Board will be on November 7, 2016, at 3:30 p.m. in Room 213.
Public Comment
Joan shared that she is the Vice Chair of the board for Community Links Inc. (CLI), which is the new name for ContinuUs who merged with two other family care organizations.
Motion by Jim Bowers, seconded by John Deitrich to adjourn at 4:50 p.m. Motion carried.
