SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: December 5, 2016, 3:30 p.m., County Board Room, West Square Building, Baraboo, WI

Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Connie Lehman, seconded by John Deitrich to adopt the agenda. Motion Carried.
Motion by Beverly Vertein, seconded by Connie Lehman to approve the minutes for the previous Human Services Board meeting held on November 7, 2016. Motion Carried.

Communication/Director’s Report
Board Materials: Distributed electronically.
Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Jean Berlin, seconded by John Miller to approve monthly vouchers in the amount of $1,294,974.53. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for October 2016. No hardships have been authorized yet this year.
Approval for Collection Requests: Motion by Jim Bowers, seconded by John Miller to approve sending 104 accounts to Credit Management Control for $65,750.95. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the October 2016 Volatile line report.
Approve 2017 Income Maintenance Consortium Contract: Motion by John Miller, seconded by Connie Lehman to approve 2017 Income Maintenance Consortium Contract in the amount of $704,155.00. Motion carried.
Approve 2017 State and County Contract Covering Social Services and Community Programs: Motion by Jim Bowers, seconded by Jean Berlin, to approve 2017 State and County Contract Covering Social Services and Community Programs in the amount of $2,660,554.00. Motion carried.
Approve Resolution Commending Myrna Williams for over 34 Years of Service to the People of Sauk County. Motion by John Deitrich, seconded by Beverly Vertein to approve Resolution Commending Myrna Williams for Over 34 Years of Service to the People of Sauk County. Motion carried.
Department Updates:
Reclassification – Accounting Assistant: Dan stated as a result of an upcoming retirement, Stephanie looked at reclassifying the accounting assistant position due to a shift in Department needs.
Presentation on Comprehensive Community Services (CCS)/Families Come First/FCF Wraparound Teams – Jill Ellinwood: Sauk County is in a consortium with Columbia and Richland Counties called the Wisconsin River Collaborative. For more information, please visit their web site: http://wisconsinriverccs.org. The CCS program works with consumers and families who have mental health or substance use needs but may need more than traditional treatment can provide. CCS is Medicaid reimbursed. Families Come First is grant and levy funded. The CCS program serves consumers age 3 or 4 to 18 years and then they can transition into the adult program. The coordinator works with the parent; mentors work directly with child and focus on life goals. The team is made up of professionals and natural supports who work on a plan and track progress. There are 80 children currently enrolled. DHS partners with Lutheran Social Services and Therapy Without Walls to provide services.
Trauma Informed Care (TIC) Hall Mural Idea: Dan stated the TIC work group meets monthly and networks with other counties. To provide a consumer friendly atmosphere, DHS has mounted a TV and DVD player in the waiting areas to play nature videos along with playing relaxing music. Waupaca County has an interactive mural painted in their department. The work group is looking at using community resources to paint a mural that could engage and occupy children. The board expressed their support.
CWCAC Homelessness Contract – 2016 Overrun: Dan stated the cost has gone a little over the budgeted amount of $77,000. The Housing First model project is growing with more referrals. This provides assistance to women and children with families. Linda Faivre who will be retiring has been doing an excellent job managing this program.
Peter Vedro arrived at 4:15 p.m.
Dan will provide an update at future meetings. It was requested that Linda provide statistics before she leaves. The cost for each family differs depending on needs.
State of Wisconsin Department of Health Services – MAT Grant Allocation: The MAT grant is into its second year and will be adding Columbia County now that the funding was approved. Columbia County will start taking cases on 12/15/16. There are 15 cases waiting to start. Sauk County currently has 90 cases and has funding for 100 cases per year. In the third year, the plan will be to partner with Richland County in June/July 2017.
Sobriety is supported by housing, employment, and skill building. Consumers stay in the program 12-16 months. We now have 32 physician partners.
Marsh Country Alliance Update – Joan Fordham: Joan gave an update and stated this is one of two alliances for difficult placements. She attended the last meeting by phone.
Community Link Inc. Update – Joan Fordham: Joan stated ContinuUs joined two other consortiums to form Community Link Inc. (CLI). DHS received initial approval and CLI will be running as the new organization on 1/1/17. Every county will have to vote for dissolution. A resolution will go to the County Board for approval of the dissolution. CLI is a non-profit organization and covers 46 of Wisconsin’s 72 counties.
Next Meeting
The next meeting of the Sauk County Human Services Board will be on January 9, 2017, at 3:30 p.m. in Room 213.
