Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by John Deitrich, seconded by James Bowers to adopt agenda. Motion Carried.
Motion by Connie Lehman, seconded by Jean Berlin to approve the minutes for the previous Human Services Board meeting held on January 9, 2017. Motion Carried.

Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by John Deitrich, seconded by Connie Lehman to approve monthly vouchers in the amount of $1,383,411.51. Motion Carried.
John Miller arrived at 3:33 p.m.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for December 2016.
Approval for Collection Requests: Motion by Beverly Vertein, seconded by Julie Fleming, to approve sending 17 accounts to Credit Management Control for $1,984.20. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the December 2016 Volatile line report.

Consideration for Approval of Travel in Excess of 300 Miles to MAT Grantee Training for One Human Services Staff April 12-15, 2017, to Washington DC: Dan discussed Sharon Boesl would be attending the training which is funded by the MAT grant. The training is located in Silver Springs, Maryland. Motion by John Deitrich, seconded by Connie Lehman, to approve travel in excess of 300 miles to MAT Grantee Training for one Human Services staff April 12-15, 2017. Motion carried.
Department Updates:
Foster Care/Education “Point of Contact”: Dan discussed the point of contact is a DCF initiative. It requires us to work with schools for children in foster care where the foster home is located in another community to keep the child enrolled in their home school district. Child Protective Services and Juvenile Justice supervisors will be the liaisons. There are no funds from the State for this and will be a challenge for school districts and Human Services with transportation costs for the child(ren) to facilitate attendance in their home school district.
Medication Assisted Treatment: Tri-County MATRS Data – Sharon Boesl: Sharon Boesl gave an update. We are 1 ½ years into the grant. The goal was to have 90 individuals enrolled in the program by this point; we have achieved 96 who are enrolled. The retention rate has been about 75% who have remained engaged. Of the 96, 16 individuals are also involved with Drug Court. Some of the individuals have legal involvement but some have no legal history. Some employers are giving their employees second chances to remain employed if they know they are engaged in the program. We are now starting to meet with Richland County to get them ready for starting to provide services by 8/1/17.
Potential Changes to Medicaid: Dan discussed his concern for a potential change to Medicaid Block Grant which may have implications for our funding. Human Services has worked to build our Comprehensive Community Services (CCS) program which has resulted in several hundred families and children and adults receiving services who would otherwise have to wait for services. The reimbursement from Medicaid for CCS services started out with a 60/40 split and grew to 100% reimbursement. The Medicaid Block Grant could change the funding if it is based on a formula using our population or base the funding on utilization over a five-year period of time which could work negatively on counties just starting CCS program.
Jean Berlin excused herself from the meeting at 4:30 p.m.
Dan is concerned this could limit access to care, restricting access to mental health services, and could result in implementing a waiting list.
County Ambassador Program (CAP) Team Day at the Capitol Update: Dan Brattset, John Miller and John Deitrich along with Chuck Spencer and Dennis Polivka attended CAP Day at the Capitol where they met with Ed Brooks’ representative, Howard Marklein, and Dave Considine. Tony Tyczynski from the Sauk County Veteran’s office also attended. Discussions were on child welfare funding, conservation, modernizing 911, and VA representation. The next CAP Day will be held on April 5, 2017.

The next meeting of the Sauk County Human Services Board will be March 6, 2017, at 3:30 p.m. in Room 213.
