Chair, Joan Fordham called the meeting to order and certified compliance with the Open Meeting Law.
Motion by John Deitrich, seconded by Connie Lehman to adopt agenda. Motion Carried.
Motion by John Miller, seconded by Jean Berlin to approve the minutes for the previous Human Services Board meeting held on March 6, 2017. Motion Carried.

Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by John Deitrich, seconded by Peter Vedro to approve monthly vouchers in the amount of $1,356,609.52. Motion Carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for February 2017.
Approval for Collection Requests: Motion by Connie Lehman, seconded by Jean Berlin, to approve sending 25 accounts to Credit Management Control for $7,743.94. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the February 2017 Volatile line report.
Consideration for Approval of Travel in Excess of 300 Miles to Attend the Netsmart Central Exchange for Three Human Services Staff June 27 & 28, 2017, in Overland Park, Kansas: Stephanie reported Netsmart is not having their national conference this year but instead are holding smaller exchange meetings. The exchange meetings will be hands-on training. Expenses to attend will be $2,748.20.
Motion by Peter Vedro, seconded by Connie Lehman, to approve travel in excess of 300 miles to attend the Netsmart Central Exchange for three Human Services staff June 27 & 28, 2017, in Overland Park, Kansas. Motion carried.
Consideration for Approval of Travel in Excess of 300 Miles to Attend the Developing a Problem-Solving Truancy Court Conference for One Human Services Staff June 16, 2017, in Colorado Springs, Colorado: Dan discussed this training would be attended by Mindy Mattson, Juvenile Justice Supervisor. This conference has a tie-in to the CJCC working with children to deal with truancy. Truancy is difficult for the courts to enforce. This is the start of what it would look like in Sauk County if we had a truancy court. The cost will be near $1,000. Motion by Jean Berlin, seconded by Peter Vedro, to approve travel in excess of 300 miles to attend the Developing a Problem-Solving Truancy Court Conference for one Human Services staff in Colorado Springs, Colorado. Motion carried.

Resolution Commending Betty Kryka for Over 25 Years of Service to the People of Sauk County: Dan discussed Betty Kryka’s retirement from substance use treatment. Motion by Jean Berlin, seconded by Peter Vedro, to approve Resolution Commending Betty Kryka for Over 25 Years of Service to the People of Sauk County. Motion carried.

Motion by John Deitrich, seconded by Peter Vedro, to combine the motion to reappointment Rick McKellar and appoint Jennifer Meister, Sarah Beuthin, and Jill Ellinwood to the Comprehensive Community Services/Families Come First Coordinating Committee. Motion carried.
Department Updates:
Presentation on Economic Support Unit – Cheri Brickl: Dan introduced Cheri Brickl as the new Economic Support Supervisor. Cheri was promoted from within the Economic Support Unit. Cheri described the Economic Support Unit’s needs and the current hiring to fill a vacancy due to a retirement in January and an increasing need for a lead person with EBD (elderly, blind, and disabled) knowledge as cases are increasing. Dan described Economic Support handles applications for FoodShare, Child Care, Medicaid, and Nursing Home Medicaid. The Capital Consortium was started several years ago and the process has become more efficient. Most cases are shared over the eight counties in the consortium, except for nursing home cases which stay in their own county. Discussed the work requirement for FoodShare recipients. Human Services contracts with Forward Services to operate the Food Stamp Employment Training (FSET) program.
National Association of Counties (NACo) Medicaid Article: Dan discussed a NACo Medicaid article. Copies will be distributed to the board members. Dan discussed the impact if the proposed changes are made to Medicaid. The block grant has two basic theories: 1) per cap population based and 2) utilization based. Joan pointed out this approach is a way to save money by reducing eligibility or reducing benefits. Dan spoke of the impact on local tax dollars with a block grant model and we would not be able to provide services for all the families we do today.
Discussion on Potential Strategic Issues for Human Services: Dan said the managers have met and recommended four primary issues. 1) Continued collaboration with Criminal Justice Coordinating Council (CJCC) for continuation of treatment source expansion for opiate addiction; 2) Evaluate increase in the aging population in Adult Protective Services; 3) Medicaid reduction—the role of Sauk County in AODA and Mental Health services, if the Medicaid dollar gets reduced how will the county respond; and 4) Partnering with Public Health for the shortage of psychiatry across the entire State. These four items will first go through the Administration then to County Board. Dan informed the board that the offer to contract with a potential new psychiatrist had been declined. Discussed other options such as tele-medicine.
Homelessness – Central Wisconsin Community Action Council (CWCAC) Update: Dan discussed that the agency is not aligned to deal with homelessness but is an ongoing struggle. Federal grants target rural areas which we have applied for but not been approved. Good news is that for the first quarter we are under budget partly due to the warmer spring weather. Rochelle Fearson is interested in requesting funding for the Warming Shelter and Dan provided her with the information to make that request.
Human Services County Ambassador Program (CAP) Day: Dan stated he and John Miller attended CAP Day and met with four representatives. They talked about the four primary four issues: 1) Increase to Child Welfare funding that the Governor put in the budget and we are asking they keep it in the budget, not neglect it or take it out; 2) Transfer of funds back to DHS from overpayments counties made over the last couple years that funded the Forensics Unit and some electronic record enhancements at Winnebago which are now done and came in under budget and asked that money be delivered back to DHS to put into other services; 3) Economic Support fraud investigations are up and they estimate for every $1 spent, $23 will be returned from fraud investigations; 4) Returning the 17 year-olds for non-violent, non-felony offenses back to Human Services.
WCHSA Conference Registration – 5/3 to 5/5/17: Dan reminded if board members are interested in attending the WCHSA conference, to please let him know.
