Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Tim McCumber to adopt agenda. Motion carried.
Motion by Tim McCumber seconded by Beverly Vertein to approve the minutes for the previous Human Services Board meeting held on June 4, 2018. Motion carried.

Communication:
Board Materials: Distributed electronically. Dan Brattset discussed Inclusa and Southwest Director’s phone conference. Discussed Eau Claire/LaCrosse presentation on Lincoln Hills, looking at setting up two or three consortiums of counties in the State to replace Lincoln Hills. State will have a secure facility for more serious offenses near Milwaukee. WCHSA is looking at CPS caseload study. Sauk County, by adding two line positions in our budget last year, is in line with recommended standards nationwide but we do not meet the benchmark for supervisor to staff ratio. The Secretary of DCF visited Sauk County and reviewed Youth Justice and Child Protection. The Secretary commented the opioid addiction is affecting child protection statewide.
Business Items:
Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Valerie McAuliffe seconded by Tim McCumber to approve monthly vouchers in the amount of $2,460,982.09. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for May 2018.
Approval for Collection Requests: Motion by Tim McCumber seconded by Glen Johnson to approve sending 20 accounts to Credit Management Control for $6,261.32. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the May 2018 Volatile line report.
Consideration for Approval to Transfer Human Services Fund Balance to the General Fund: Transfer was discussed at the last meeting. Motion by Valerie McAuliffe, seconded by Glen Johnson to approve Transfer Human Services Fund Balance in the amount of $1,864,037.10 to the General Fund. Motion carried.
Approve Resolution Authorizing Purchase of Two Vehicles for the Sauk County Department of Human Services: Dan Brattset discussed the current vehicles limit who and how many people can be transported. The purchase of the two vehicles will enable ease and accessibility in and out of the vehicle for the elderly, families, and children with car seats. The ADRC has handicap accessible vehicles available if needed, for transporting someone in a wheelchair. The vehicles are being purchased through the State bidding program at a substantial cost savings. Hybrid and electric models are not part of the bidding program and would result in a substantially higher cost. Motion by Tim McCumber, seconded by John Miller to approve resolution Authorizing Purchase of Two Vehicles for the Sauk County Department of Human Services in the amount of $46,383. Motion carried.
Approve Resolution Commending Cindy Jones for Over 17 Years of Service to the People of Sauk County: Dan Brattset stated Cindy has worked at Sauk County Human Services for over 17 years but has been a social worker for 35 years. Motion by Tim McCumber, seconded by James Bowers to approve resolution Commending Cindy Jones for Over 17 Years of Service to the People of Sauk County. Motion carried.
Appoint Rita Strutz to the Comprehensive Community Services/Families Come First Coordinating Committee as an Employee Member: Dan Brattset stated Rita has been a longstanding employee who is involved with the CCS program. Motion by James Bowers, seconded by Tim McCumber to appoint Rita Strutz to the Comprehensive Community Services/Families Come First Coordinating Committee as an employee member. Motion carried.
Appoint Representative to Woodland Enhanced Health Services Commission: Dan Brattset discussed the Woodland Enhanced Health Services Commission is similar to the Lakeview and Clearview commissions. This consortium allows us to utilize a facility that takes hard to place consumers. The commission meets once or twice a year. Motion by Tim McCumber, seconded by Valerie McAuliffe to appoint Patricia Rego as the Representative to Woodland Enhanced Health Services Commission. Motion carried.
Department Updates:
Update on Honey Boy Trailer Park Closing: Dan Brattset stated he received an e-mail asking about this agenda item and how it relates to Human Services. Dan explained the closure of the trailer park can present a crisis for certain people and we want to be there for them. Human Services was able to support one resident to move from the trailer park into an apartment. Dan mentioned some of the trailers were relocated to different trailer parks.
Outside Agency Request Form: Dan Brattset discussed the new forms this year for outside agency requests. The requests will be presented at the August meeting. So far three agencies have submitted their requests. Discussed the Human Services committee approving the requests versus the committee only hearing the requests and making a recommendation to the County Board for approval.
Beverly Vertein stepped out of the meeting at 5:16 p.m. and returned at 5:19 p.m.

MAT Grant Services Phase Out and Transition to Sauk County Department of Human Services: Sharon Boesl discussed the Federal grant ends 7/31/18. The State awarded $350,000 to transition consumers from that program to Sauk County DHS to build a rapid response for addiction care. Sharon reported 270 individuals have been served in the last three years. Letters were sent to consumers explaining that services are not ending but transitioning. Sauk County DHS will apply for State opioid response grants when they become available.
Overview of Budget Structure: Stephanie Box gave a presentation on the budget structure for Human Services and explained how the budget is put together.
Preliminary Budget 2019: Dan Brattset discussed the complexity of the budget, how unit line staff are involved, and that each budget line is reviewed. Dan stated staff is the primary budget expense but also the primary asset. The State mandates certain programs that only DHS can provide but doesn’t always provide funds.
James Bowers stepped out at 6:10 p.m. and returned at 6:13 p.m.
Next Meeting:
Discuss Future Meeting Dates: Two board members were absent. Discussion will be continued at the August meeting. The next meeting of the Sauk County Human Services Board will be August 6, 2018, at 4:15 p.m. in Room 213.
