Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Brandon Lohr, to adopt agenda. Motion carried.
Motion by John Miller, seconded by Glen Johnson to approve the minutes for the previous Human Services Board meeting held on November 5, 2018. Motion carried.

Communications/Director’s Report:
Board Materials: Distributed electronically. Dan Brattset mentioned closing of Lincoln Hills; transfer of Youth Justice to the Department of Children and Families. Secretary of State Eloise Anderson is retiring. Dan attended a dementia workshop in LaCrosse. All staff training on Trauma Informed Care took place. Wisconsin Counties Association (WCA) and Wisconsin County Human Service Association (WCHSA) are preparing for January County Ambassador’s Program (CAP) Day at the Capitol with one topic being a request for increased Child Protective Services funding.

Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Stephanie mentioned some changes coming with how checks will be processed, to be discussed further in January. Motion by Valerie McAuliffe, seconded by James Bowers to approve monthly vouchers in the amount of $1,937,771.67. Motion carried.
Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for October 2018.
Approval for Collection Requests: Motion by Tim McCumber, seconded by Valerie McAuliffe to approve sending 24 accounts to Credit Management Control for $6,685.54. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the October 2018 Volatile line report.
Approve 2019 State County Child Care Contract: Stephanie Box discussed the contract will be signed by the County Board Chair. This includes certification with a contracted vendor, fraud, and administration. Motion by John Miller, seconded by Valerie McAuliffe to approve 2019 State County Child Care Contract in the amount of $100,753. Motion carried.
Approve 2019 State County Grant Award Contract with the Department of Health Services: Stephanie Box discussed the contract includes funding for basic county allocation and funding for Alzheimer’s, Adult Protective Services, Children’s Long-Term Support, Children’s Community Options Program, Birth-to-Three initiative, Mental Health and AODA block grants, and community mental health. Motion by Beverly Vertein, seconded by Brandon Lohr to approve 2019 State County Grant Award Contract with Department of Health Services in the amount of $2,601,068. Motion carried.
Reappoint Robert Churchill to the Comprehensive Community Services/Families Come First Coordinating Committee (citizen member) 2 year term: Dan Brattset stated this committee has citizen involvement and Robert has been on this committee for many years and is a dedicated member. Motion by James Bowers, seconded by Valerie McAuliffe to Reappoint Robert Churchill to the Comprehensive Community Services/Families Come First Coordinating Committee (citizen member) 2 year term. Motion carried.
Department Updates:
Presentation on Youth Justice – Mindy Mattson: Mindy Mattson distributed a handout, “Wisconsin’s Community-Based Juvenile Justice System.” Every county will be using the same assessment tool starting on 1/1/2019, Youth Assessment and Screening Instrument (YASI). Lincoln Hills will be closed by 1/1/2020; Sauk County does not have a high number of youth placed there. There will be more facilities opening throughout the State and some youth shelters will be converted to secure facilities. Dan Brattset stated the emphasis is on treatment. Traditional corrections will be for more serious offenders. LaCrosse and Eau Claire Counties are partnering. Sauk County will likely contract with Dane or LaCrosse County. Sauk County utilizes group homes in Viroqua and Richland Center for boys ages 15 & 16. Placements are down as they work to keep youth in the home or with relatives.
Potential Pilot Program: Boys & Girls Club; Drop-in Center: Dan Brattset mentioned discussions with Criminal Justice Coordinating Council (CJCC) and Youth Justice of starting an early offender program for low level violations. Partnering with Boys and Girls Club, Baraboo Schools and maybe Ho-Chunk to talk about what the program would look like. Develop a timeline at the end of first quarter/beginning of second quarter and would like to be up and running by start of school.
Invite Alene Kleczek-Bolin to a Human Services meeting to discuss the process for outside requests and working into the budget.
Next Meeting:
A list of 2019 meetings will be distributed; most meetings will be held the second Monday of the month. The next meeting of the Sauk County Human Services Board will be January 7, 2019, at 3:30 p.m. in Room 213.
