Start of meeting was delayed until there was a quorum when Brandon Lohr arrived at 3:40 p.m.
Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Glen Johnson to adopt agenda. Motion Carried.
Motion by Glen Johnson, seconded by John Miller to approve the minutes for the previous Human Services Board Meeting held on 8/12/2019. Motion Carried.
Public Comment: None.
Communication:
a. Board Materials: Distributed electronically. Dan Brattset announced Julie Fleming resigned as a board member. Dan will be recruiting for Julie’s replacement. Dan summarized upcoming DHS meetings.
Business Items:
a. Review and Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Stephanie added a new item in the reports for in the future. Motion by Brandon Lohr, seconded by Glen Johnson, to approve monthly vouchers in the amount of $2,354,648.39. Motion Carried.
b. Accounts Receivable Report: Stephanie Box distributed and reviewed the Accounts Receivable Report for August 2019.
c. Approval for Collection Requests: Motion by Brandon Lohr, seconded by John Miller, to approve sending 20 accounts to Credit Management Control for $18,782.91. Motion Carried.
d. Monthly Reports: Distributed electronically. Stephanie Box discussed the July 2019 Volatile Line report.
e. Outside Agency Requests Presentations:
1. Hope House: Elizabeth LaBroscian distributed information regarding the services available through Hope House. Hope House is located in Baraboo serving those affected by domestic/dating violence and sexual assault. Hope House requested $25,000.00.
2. Kids’ Ranch: Anna Krause & Mary Bowers introduced the services Kids’ Ranch provide on 50 acres in Rock Springs. Kids’ Ranch has programs that support children who are at-risk due to poverty, abuse, death of family member, or learning difficulty. Kids’ Ranch provides Literacy Programs through the school year, September through May, including going to the schools to work individually with kids. They also have a Summer Day Camp Program from June through to August. Kids’ Ranch requested $15,000.00.
3. Boys & Girls Club: Karen DeSanto distributed information regarding the Boys & Girls Club. There are two clubs in Sauk County, one in Baraboo with 333 members and the most recent in Reedsburg with 338 members. The Boys & Girls Club provides many services for children, teens, families and the community. The Boys & Girls Club requested $70,000.00.
4. Central Wisconsin Community Action Coalition (CWCAC): Fred Hebert distributed a packet of information containing information of the services provided. CWCAC works with four other counties including Dodge, Columbia, Juneau, and Adams. Services offered include homeless programs, job development, creating opportunities that reduce the causes of poverty. CWCAC requested $7,500.00.
5. Baraboo Homeless Shelter: Reverend Dave Mowers, President of Baraboo Homeless Shelter, announced a building has been identified and a rental agreement will be in place today. The projected cost is $35,000.00 annually to maintain the homeless shelter; $20,000 to obtain a facility, the remaining $15,000 for staff. CWCAC will oversee policies and service the shelter. Baraboo Homeless Shelter requested $35,000.
6. Safe Harbor Homeless Shelter - Reedsburg: Darcy Swiscz & Bonnie Wells distributed a packet of information regarding the shelter. The homeless shelter provides a safe place for women and children who are homeless. Safe Harbor Homeless Shelter requested $6,000.00.
f. Discussion and Consideration to Approve Outside Agency Requests: James Bowers abstained to vote. The six requests totaled $158,500.00. Discussion took place regarding the requests. With James Bowers abstaining, there was no quorum for a motion. Glen Johnson made a recommendation to approve the outside agency requests that were submitted. Three board members were in favor; James Bowers and Brandon Lohr abstained from the recommendation.
g. Reappoint Joanne Kitelinger to the Comprehensive Community Services/Families Come First Coordinating Committee as a Citizen Member – Two Year Term: Motion by Brandon Lohr, seconded by James Bowers, to reappoint Joanne Kitelinger to the Comprehensive Community Services/Families Come First Coordinating Committee as a Citizen Member – Two Year Term. Motion Carried.
h. Appoint Amy Heintz to the Comprehensive Community Services/Families Come First Coordinating Committee as a Citizen Member – Two Year Term: Motion by Brandon Lohr, seconded by James Bowers, to appoint Amy Heintz to the Comprehensive Community Services/Families Come First Coordinating Committee as a Citizen Member – Two Year Term. Motion Carried.
Next Meeting: The next meeting of the Sauk County Human Services Board will be October 7, 2019, at 3:30 p.m. in Room 213.
Public Comment: None.
Motion by James Bowers, seconded by Brandon Lohr, to adjourn at 5:21 p.m. Motion Carried.
