Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law at 4:06 p.m.

Motion by Delmar Scanlon, seconded by Valerie McAuliffe, to adopt agenda. Motion carried.
Motion by Cliff Thompson, seconded by Delmar Scanlon, to approve the minutes for the previous Human Services Board meeting held on October 12, 2020. Motion carried.

Director’s Report:
Board Materials: Distributed electronically. Dan Brattset mentioned Capital Consortium services are going well; 90% of Economic Support unit is working from home. Dan had a conference call with Jeff Jelinek, Emergency Management Director, and reviewed the Continuity of Services Plan. Wisconsin River Collaborative regional meeting took place. Child Protective Services social worker interviews will be coming up.
Business Items:
Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by Michelle Bushweiler, seconded by Valerie McAuliffe, to approve monthly vouchers for $2,131,982.64. Motion carried.
Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for September 2020. No hardships have been authorized to date.
Discussion and Action to Approve Collection Requests: Motion by Valerie McAuliffe, seconded by Michelle Bushweiler, to approve collection requests of sending 19 accounts for $7,413.08 to Credit Management Control. Motion carried.
Monthly Reports: Distributed electronically. Stephanie Box discussed the September 2020 Volatile line report.
Discussion and Action to Approve Resolution Commending Ann Leake for Over 30 Years of Service to the People of Sauk County: Dan Brattset stated Ann worked the majority of her years at the Sauk County Health Care Center and then in recent years in the Human Services Community Support Program in an important role working with consumers. Motion by James Bowers, seconded by Cliff Thompson, to approve resolution Commending Ann Leake for Over 30 Years of Service to the People of Sauk County. Roll Call Vote: All Ayes. Motion carried.

Department Updates:
Presentation: Medication Assisted Treatment (MAT) – Jessica Mijal, Mental Health and Recovery Services Manager: Jessica Mijal was not available. Dan Brattset discussed the Medication Assisted Treatment (MAT) program assists users of opioids including participants in drug court. The MAT program began in August 2018 as a grant funded program and has had a total of 215 enrollments, serving 157 consumers with some starting, dropping off, and re-enrolling. Two Community Recovery Specialists and two Peer Support Specialists (currently one position vacant) work as a team to assist with early stages of recovery, including support, case management, connection to treatment, and addressing psychosocial and resource needs. At the end of September, enrollment criteria included stimulants. Dan stated methamphetamine is making a comeback. There are no medications to treat meth addiction and the recovery rate is low. One local prescriber, Ted Hall, is prescribing natural supplements. Dan indicated safe and stable housing continues to be a barrier. There are a small pool of landlords willing to rent to these consumers.
Service Status: COVID-19: Dan Brattset stated the department is continuing to deliver services by telehealth along with some meetings occurring in the community with social distancing which has worked well during the summer months but now may change with winter coming. Have seen an increase in referrals now that school is back in session. Our psychiatrists have noted some consumers do not like telehealth video sessions and others have adapted and prefer appointments via telehealth.

The next meeting of the Sauk County Human Services Board will be December 14, 2020, at 4 p.m. in the County Board Room 326A.
